Ipod battery losing charge when not used

If you have a fully charged Ipod and then don't use it for 3 weeks or more, can you expect it to still be fully charged when you turn it on? Thanks

I wouldn't think so. I'm sure that rechargeable batteries lose power even when not used. Always best to charge up the night before you're going to use it or before going away.
Modern batteries should stay pretty much as you left them, if not in use. iPod does use the battery very slightly though, so it will eventually run out. As wideboy says, charge it the night before you might want to use it.
