I once had a noisy neighbour (years ago) and it got so bad that even asking him to turn it down had no effect. So I got a old AM/fm CB radio and simply cued it over his music. This stopped the music as his speakers acted like an aeriel and they made an awful sound (and wiped out tv's). Soon as I let go the mic all tv's returned and the music disappeared for a while but it did have an effect. This may sound an odd solution but it worked for me.

In my case he was next door (terraced house) so an original cb radio (I think it was an AM sort) connected an aeriel to it which simply learned up the wall (don't touch it when the mic is cued) and that was enough to give him an awful feedback type of noise., over his speakers. As I said the speaker leads if they are not sheilded (normal hi fi ones are not) then they act as an aeriel. You sometimes get simular effects over your hi fi when a taxi or mobile phone goes by at close range. A CB radio of old could very easily wipe a few tv's off when the mic was cued. Oh the happy days of CB radio!
