Yes, rain can cause problems like that.
from my very limited experience this is only one of a multitude of gremlins that attack sky dishes. After a very frustrating million years trying to diagnose a problem of 'picture break up' on my satellite channel it was finally sorted by a miniscule adjustment of the dish coupled with the pole being set in the ground with postcrete. It seems there are a thousand satellites orbitting our skies and you need to get your dish pointed to the correct one and a nano misalignment will give you gremlins! Also rain,high winds, fog, sea mists and almost any natural phenomenon coupled with the declining interest rate in the economy will give you hassels. Having said that, mine has been fine for ages despite the wind and the rain.
