You can do pretty easily yourself if you have a DV camera that will edit. Usually, these will output in digital, real time from an analogue source.
My Sony TRV30 does. Then, you just capture with Pinnacle, Nero, program like that.
Alternatively, there are quite a few companies that offer tape replication services. Check the yellow pages.

Connect the DVD cam to PC with firewire
Start everything up, away you go!
Albags - Am I right in thinking that you suggest to play the DVD while filming it with a camera! Hope you have a steady hand Budlet and don't move for the three hours the tape is playing!
You can still get DVD recorders with built in video recorders. You then just play your video and record onto the DVD.

Or you can plug your VCR into a separate DVD recorder using a scart lead and do it that way.

You play the VCR and capture the digital output from the connected DV Cam at the same time to the PC.
I have done this a lot. Some JVC SVHS players have an edit pause feature that helps, too.
