Public access stopped at the end of last year. Up until then you could buy a drink in the Paramount bar:

If you ignore mega-expensive places like The Shard (which costs £30, or £25 if you book in advance), the best view of London is probably from the Sky Garden. It's FREE but you have to book in advance. (The booking link is at the top right of this page):

Thanks for your reply, it was very helpful, yes what a pity about the paramount bar, denying the public a great view! Thanks for the other link!
The whole building is covered in scaffolding at the moment because Crossrail. You can go up the Shard for £25 or so or the Walkie Talkie for free (but you have to book in advance, Google Sky Garden.)
Sorry, somehow missed Buenchicos post. You need to take photo ID for the sky garden. You can also eat or drink in restaurants and bars in the Shard without paying to go to the observation desk
I can still remember when you could go up the Post Office Tower. How long ago was that? I think I went up it on a school trip in 1968 !
