The powers of citizens arrest are very limited. Generally (and very briefly) any person may arrest, without a warrant, anyone who is in the act of (or suspected of) committing an arrestable offence. Cyclists on footpaths may be guilty of trespass or nuisance but generally are not committing any other offence unless there are local byelaws in force.
