Some places have one bag of upto 32kg, others 2 bags of 32kg.
Some places were 32kg, and are now 23kg- but there is some leniancy while the changeover is becoming known, which is what i think you are refering to.
You are always best checking on line to see what your allowance is. Buying extra allowance online beforehand on BA.com is cheaper than waiting till you get to the airport.

What it means is that there is a maximum of 32kgs, over which they will refuse to take the bag at all. This is standard accross most airlines for safety reasons. The limits by class and route still apply, so if the limit says 23kgs, and you have 30kgs, you may have to pay excess baggage, depending how strictly they inforce the rules on that particular flight.
