No. If the other one weighs under 15 kilos then transfer some stuff from the heavier case to the lighter one until they both weigh 15 kils.
Each airline is free to determine their own rules (and also to determine how much flexibility they'll permit within those rules). However every airline website I've ever looked at, when replying to (many dozens of) baggage enquiries here on AB, states that the pooling of baggage allowances is not permitted.

'Full fare' airlines might offer quite a bit of flexibility when it comes to baggage allowances. (Qantas let me off hundreds of pounds of excess baggage charges, simply by requiring me to re-pack some of my bags at Adelaide check-in desk). But budget airlines will definitely charge you a substantial excess baggage fee.

Thanks, It is a budget airline so i think i may have to take the kitchen sink out!!!!
If you're flying with Ryanair (aren't they the only ones who do 15kg?) it's a definite NO. I've noticed you can go over 15kg but once it hits 16kg you have to pay or take something out and put it into hand luggage.
i flew with ryanair other week,my case weighed 16.4 and never got charged, wasn't even mentioned actually, think it deends if check in are having a good day!!
