I'm not 100% certain if it was racist or not. However, I personally think that Baker does not like the Royal Family (as I know many don't) and it was his way of having a pop at Harry, Meghan and the new baby. I think it was mean and totally unnecessary and I'm not bothered one way or the other if the police investigate. He shouldn't have done it.
Unfortunately It's not enough to simply not be racist these days.
You have to also be aware of and avoid everything and anything that could possibly be construed to have racist connotations by anyone, however flimsy a connection, and however foolish or malicious the accuser.
This is why he was sacked. He lacked that awareness.
