For more on marking an answer as the "Best Answer", please visit our FAQ.for me ...if it is a quiet country road and if the dog has NEVER ever been known to be aggressive, and has good recall I'd have agreed with the dog owner and mine would have been off lead too.
Of course what I do (admittedly!) forget is that not everyone is a dog lover and what I see as "play" can seem scary to another non-doggo person.
