not sure I follow that. She jogs on a bike? And how does a naturist "flash" anyone? (Should you be surprised to see wood in a forest?)
If the RSPB is okay with it, then I don't see the problem. You can go to the police if you feel "harassed, alarmed or distressed"; if all you see is people without clothes, then you can look the other way till the vision passes.
