I am assuming that this question refers to people not requiring vitamins due to a medical condition e.g acute systemic disorder or malabsorption situations or are pregnant.
Accepting the above, nobody needs vitamin supplements.
There is a case for the over 65's taking Vit D3 particularly if they are housebound.
I cannot see any good reason for anybody taking Vit C as a supplement.

I'll have to disagree with sqad about vitamin D. It should be taken by anyone, irrespective of age, who doesn't get sunshine on bare skin on a regular basis. There are others, including magnesium that most people can't get sufficient amounts of. Due to modern farming methods, food is often not as nutritious as it was several generations ago.

Recently, though, I've been taking Zinc, D3, K2, B complex, and turmeric/curcuminoids. (They claim they will not just pass though me.) Should help prevent infection over the winter, I hope.
