Of course the emphasis is all wrong. If an individual citizen can not cope with traffic travelling at 30 then it is their responsibility to only leave the house with a carer or guardian with them. It isn't the responsibility of the rest of the population to all curtail normal activity in case someone who is unable to cope with the real world does something stupid.
