1) Putin has passed a law - by himself. It is more a decree ( = a law you have passed yourself outside any parliament)
2) Martial law to be declared in various as yet un-named areas
3) In those areas, ( where martial law is or obtains), you can be arrested
4) and detained for 30 d without charge.

b) he is as mad as - - - whatever, a mad thing
c) He ( Prighosin that is!) is north of Voronezh which is near moscow ( cities in Russia)
