I live with my Partner who has two small Children. At the moment due to the youngest schooling for just half a day, my partner cannot find work.
I am paying all the bills/food etc for the family.
Can I claim working tax credit for supporting the family?

yes u can.
Whether you will get any tax credit depends on the family income, but if the children are living with you (& I assume they are from what you say) you can claim child tax credit as well as working tax credit. You should also be getting child benefit.
