Room temperature is accepted as 68 degrees F or 21 degrees C. The radiators should be sized to allow for that. Open the valve to a setting just below the maximum, put a room thermometer in the room and shut the door. Leave the room, with the heating on for a few hours. The valve will switch on and off keeping the temperature steady at the setting chosen. Go in and read the thermometer. That will allow you to adjust the temperature accordingly. It can keep the room cooler but will obviously not make the room hotter than the designed temperature.
