A type 2 diabetes is almost always associated with arteriosclerosis (narrowing of the vessels) as a secondary effect, thus cold hands is a common symptom. You should check with the doc to make sure you're not suffering from a cardiovascular disease and if you wish to do a quick check, have someone palpate both your radial pulses (pulse on the wrist) at the same time, if there's no atherosclerosis there shouldn't be a delay, however if you feel a delay, then its time to visit the doc just in case.
