The Mike Flowers pops version came out in 1995, as did the original Oasis version; the Ryan Adams version must have been more recent than 1999 I would have thought; the album it appears on came out in 2004. I agree the question implies that the same person/group released it twice, but can't find any evidence that Oasis released it again. I'm stumped on this one, but will keep investigating!

Amazon has a CD single of Wonderwall by Oasis for sale which was released in August 1999. Strangely, it also shows there was a version released in November 1996... This is raising more questions than it answers!

to resolve this debate...

Oasis did the orginal, Mike Flowers did a cover "the lounge version" as made popular (?) by Chris Evans and his radio show, last year Ryan Addams released his version, note I said released, he had recorded a live version of the track previously.

Oasis released the wonderwall track, it didnt get a huge response (much like darkness and I believe in a thing called love) and released it again (explaining the two release dates issue.

The Ryan version is a brillaint version, if you love the song, I emplore you to investigate this version.

Now lets not mention the many, many . many horrible dance remixes.
