My friend has a five year old brown collie/springer-cross bitch which has a tassel hanging on each side of her head behind her ears, almost like two additional ears! The items look like matted hair and are regular in shape, about four inches long. Does anyone know what these are and can/should these be trimmed back? Thanks.

I would think that they are pieces of matted hair and should be cut off. Often one of our collies has this problem.
Sounds like matted hair. I would cut into them with thinning scissors, and tease them apart very carefully rather than trying to cut them out cleanly, especially if the knots are close to the dogs skin.
