What's good for protecting a tv remote control from drops and knocks- what about wrapping it in insulation tape?

You'd need to find something to cushion it - like bubble wrap - but then you might find it not so easy to hold and access the buttons.

My remote (for a caravan TV) came with a thick plastic cover pouch that is open at the top and bottom, I presume that the open bits are to prevent moisture buildup.
Perhaps you know someone who has a building scale models/planes hobby and has thick clear shrinkwrap to make something similar.
Failing that.... train your cat to walk over the remote on command.
