This could get tough. Change ringing and lots of cold solving. Nice and meaty at first glance

If so, then all 3 choices should be allowed, if not then the strict wording of the quotation (with a t---) will be upheld. Either way, the quotation's answer has to be acceptable.
How come no-one has asked about 10d "They offer a home?". Admitted every letter is checked - twice - so I don't need it, but it is niggling at me. The only possibility I have come up with (vowel, consonant, vowel, consonant, vowel) doesn't jibe with the first two words of the definition, even in its Shakespearean sense. I don't want the answer, just to know whether anyone has a fully satisfactory answer.
