I think the tune you mean is the theme to "The Good, The Bad and The Ugly", possibly by Ennio Moriccone.
Or "Once Upon A Time In the West"? Again music by Ennio Morricone and both directed by Sergio Leone. Although that is not necessarily whistling but a harmonica.

Ennio Moriccone = legend. His musical scores on the 'spaghetti westerns' are truly amazing.

p.s Watch 'a fistful of dynamite' with james coburn. its quality

I would agree on 'The Good, Bad and the Ugly'. Listen to  the beginning, and also to Artful's suggestion.
