On the face of it, it seems ambiguous because it says under 50cc. However, the actual capacity of the scooter is probably less than 50cc (49cc, for example), so the answer is still no.
In any case, it would be highly dangerous to ride a scooter on a motorway with other vehicles shooting past at 70+ mph (wind buffeting).
