My wife is making a cushion, whats the cheapest type of filling she can use?

My sister gets all her cushion inners (she makes A LOT) from Ikea. They're cheap and decent quality so they don't lose their shape quickly.

Old tights. Or, if she has a redundant pillow, take the filling out of that.
If you both shave off all your body hair and stuff the cushion with it ...
...... It won't cost a penny.
I Go to Morrisons, or Asda and buy their basic range of two bed pillows £3 in Morrisons, £2.97 in Asda, and use that. Don't use old tights, it'll be lumpy, heavy and not fireproof
