AOG, I think that black gang members only account for a small percentage of 'black' people. When I lived in Peckham it was the black kids that were dressed correctly in school uniform, and generally well behaved. Unfortunately the same could not be said of the 'white' kids.
Much is down to the parents, but we should also help with such institutions as Grammar schools to give the children encouragement, hope and a way out.

If they constantly have to produce for statistics for absolutely everything then over analysis will tend to happen; someone has to be at the top and someone has to be at the bottom. Maybe there is no rhyme or reason - its just they way it is. This is not to say in 5 years time these statistics will yield the same results.

It would seem that 'special measures' indeed took place back then, I wonder if the problem of White kid's underachievement will now also take place?
