No-one needs any skill, attribute, appearence, etc. to be able to posess and express an opinion.
For example - i would not recognise a nuclear missile if one landed at the bottom of my garden, but I have an opinion about them.
More pertinently, it is precisely because Barry Manilow's career choices mean that he will be examined and comented on that he has embarked on whatever altering proceedures he has had / is having - so that he can maintain a public 'look' that he is happy with.
Ane because he does so, people will look, and will observe, and will comment, because that is part of the price you pay for being famous.
By the same token, I cannot sing or play the piano in the same universe as BM, but again, I have opinions on his talents in this area.
Fair play though - the one area of his face for which he has been mercilessly ridiculed since his first becoming known - his nose - remains resolutely untouched.
