Just to correct New Judge - Ofsted's 4 inspection criteria are outstanding, good, requires improvement, or inadequate. There is definitely not a culture of 'all must win prizes'. There have been other parallel instances of blatant disregard of the inspection framework, condoned by the system - a Christian sect school that teaches no computer technology of any kind, for example.
