dial-up connection box

I use internet explorer in windows 98 and have a problem whereby the dial-up connection box pops up regularly and sometimes will not go away.I know it's a program trying to access the internet but how do i find out which program?I would be very grateful for any help,Thankyou.

Press CTRL+ALT+DELETE and if there aren't too many programs running list them here and I may be able to tell you, unless anyone else has any better suggestions? :o)
Its an old one but a good one: start > run > type in msconfig then OK. In the startup tab untick everything except the registry scan and system tray. OK then reboot. This will clear lots of "background" applications which may be trying to connect to the internet.
