blue badge entitlement

a friend of mine has various ailments , diabetes, asthma, long term depression, potential glaucoma - but they can walk perfectly well are they entitled to a car disability blue badge?

friends 2 sons will have surgery on feet for toewalking (pre-surgery they could walk) post surgery they will for several months(6 months plus) be in plaster and splints and have difficulty in walking...
