Why are the extra channels called +1 (ITV2 +1 etc) called +1 when they run an hour behind? Shouldn't they be -1 instead?

It does annoy me when people pronounce St Pancras Station as St Pancreas. Someone on the BBC pronounced it thus - honestly, what is the BBC coming to?????
