finding if a car is taxed.

There used to be an on-line site where you could enter a cars reg, and it would tell you if it was taxed or not. Anybody know it, I don't seem to be able to find it?

I have a vauxhall Zafira 2000 1.8. I am confused about the timing belt change interval. The haynes manuel says every 40,000 miles while the what car web site says it should be changed every 20,000...
