sounds like fuse shorting

pleese need help can anyone tell me what to do i hapunto 51 plate when i drive or switch wipers on or headlights i hear a noise like a fuse shorting near the clocks in dash had a mechanic do...

my punto has just had a new battery on it now its making a noise like a fuse clicking when wipers on or lights could this drain battery help plz
