junk files re-appear after deleting

When I use ultra cleaner to remove junk files it comes up with around 135mb of them.I delete them without creating a backup but if I run ultra cleaner straight away the same junk files re-appear....

internet speed

When I connect to the internet it says I'm connected at 6.9 mbps. This varies up to 7.2 mbps. However, when I download I only get speeds of 0.57 mbps and this speed has been checked and confirmed...

utorrent download speed throttled

When I download using utorrent the maximum speed I get is 52 kb/s regardless of number of seeders, time of day etc etc. It's not peaks and troughs but a steady line at 52 kb/s. My ISP do not throttle...
