My first cat will not clean himself and he stinks really bad!! Instead my other cat cleans him; which is causing my second cat to have coughing fits because of the hair balls.

What should i do about my first cat who does not clean himself?

Get rid of it!
BATH IT !!
i know it sounds daft BUT my aunty always baths her cat then puts a hairdryer on her... her cat dont mind she likes it.
she uses johnsons baby shampoo as it doesn't sting there eyes..
Give him a luck warm bath with a very very mild shampoo in it I think you can get a flea treatment shampoo which is kind to eyes. Once he has a sniff of himself after that he'll probably take more care of himself. Do it on a warm day or warm house. Lock the cat door or you may never see him again
you could also groom him with a damp cat brush/comb, at least the other cat loves him enough to groom him.
smelly cat, smelly cat, what are they feeding you?, smelly cat, sme-lly cat, its not your faaaaaaaault.......
Try grooming him! If he is long-haired, you should groom him regularly anyway. If short-haired, give him the occasional brush & comb - most cats love it & it'll certainly help his pal out!
I would do as the other suggest, but would also take hin to vet. If he is not self grooming something may be wrong.
