The World Health Organisation has ceased ranking health care provision across the nations of the world but, in the last report (in 2000), it placed the UK 18th, Canada 30th and the USA 37th (only slightly ahead of Cuba in 39th place):

The Obama administration's changes to health care provision will, hopefully, move the USA up the (now notional) rankings but it's probably too early to determine exactly where the USA should now be placed on the scale (but the USA might well be on the way to moving ahead of Canada).
