UPVc frames are usually hollow.
You may invalidate any insurance that you have on your UPVC windows frames, by drilling into them.

I had a similar problem to you and I got round it by, drilling a hole into the wall to the side of the frames and had a hook coming from that for the curtains. Essentially the hook would rung parallel to the windows, but if you use a small strong hook, with rawl plugs (also depended on the weight of your curtains), you just cover up the hooks with the ends of your curtains. I hope this is helpful and self explanatory?
Is there any way you can use the ceiling to fix the rail or whatever to ? You'd need to find the joist.
we have a batten fixed above the level of the frame, with the curtain track fixed to that. Otherwise, as cj says, you'll invalidate your warranty on the windows if you drill into the frames (our fitter pointed that out to me when I presented him with a doorbell which needed wiring in, so he wouldn't fit it).
