if you watch catch up tv ie NOT LIVE then you don't need a licence
this is from the tv licence website

You don t need a licence if you don t use any of these devices to watch or record television programmes as they re being shown on TV - for example, if you use your TV only to watch DVDs or play video games, or you only watch programmes on your computer after they have been shown on TV. If this is the case, please let us know, as this helps us to keep our database up to date and means you won t receive the standard letters we send to unlicensed addresse

What if I only use a TV to watch videos/DVDs/as a monitor for my games console? Do I still need a licence?Does my business need a TV Licence?

You need a TV Licence to use any television receiving equipment such as a TV set, set-top boxes, video or DVD recorders, computers or mobile phones to watch TV programmes as they are being shown on TV. If you use a set-top box with a hi-fi system or another device that can only be used to produce sounds and can t display TV programmes, and you don t install or use any other TV receiving equipment, you don t need a TV Licence.
