Since the majority of the inhabitants of some areas of Bradford are Muslim, were not these leaflets simply an innocent way of trying to get the message over to them in particular?

No, I think AOG's right - culturally speaking "For Christ's Sake" on its own has a much broader appeal than the exact wording of the phrase implies. It's not a really Christian-specific phrase anymore.

If, on the other hand, 'For Christ's Sake' was accompanied with biblical quotes about how we should keep the streets clean (which to be fair is probably what Sandy meant), then that would be specifically targeted at Christians, and you can imagine them being quite justifiably annoyed.

The article says that the leaflets were never published - but it would be interesting to see the Muslim-in-the-street view of it. Once again the Council have decided We Know Best. However, if you are going to do it for one religion, you'd have to do it for all of them. We have multilingual leaflets in the GP surgeries - why not multilingual litter leaflets, but leave out the religious references?

It happens all the time, I often see signs telling me to "Cut My Speed" when I am not speeding.

Those signs are aimed at a 'specific section of the community', that being the 'motoring community'.
