I actually don't see the harm in testing women before they leave for a tour of duty. I think that the test should be a routine part of a pre-tour medical. If the woman feels strongly, I do think she should be able to refuse to take the test though.

Yes, but I wouldn't expect my GP to force me to pee on a stick when I go for my check up. I was given the option to be tested for HIV and other diseases when I was pregnant, and I had the right to refuse these tests.
