I would of thought that the police and fire authorities would have learn't by now that targeting certain groups usually ends up as an expensive litigation payment when these groups are recruited. Because they have been targeted for recruitment they seem to believe they are a special case and can change rules and procedures to suit them. The police...

Because if you are under 14%, and you recruit at 14% then you will never reach the target
[Think bath at 45'C - if you have a cold bath and only add water at 45'C you will never reach 45'C. Ignore this parallel if as so often it makes no sense to you]
The other thing not estimated is the leaving rate - if BME officers are leaving at a greater rate than their anglo contemporaries then even recruiting at 15% say will never get you to 14%.

Why do BMEs have to be policed by people who "understand their culture"? If their culture conflicts with UK law then their culture has to fall into line. The job of the police is the prevention and detection of crime. Understanding that (say) it is in many Caribbean cultures to smoke weed or (say) that it is in many African cultures to mutilate young girls does nothing to help the prevention and detection of those or any other crimes.
Frankly I don't care what ethnicity police officers have provided they help me sleep at night by catching criminals.

The Met has always had an open door policy for ethnic recruiting.I recall PC Gums when he joined up. I don't believe he was coerced just because he was black.
Why in God's name should the Met be required to set targets on the basis of colour. If a black want's to join he can join if not he won't. It would seem there is a great reluctance for young black men and women to join.Why,Is it suspicion of the police or more often than not peer pressure? May be there are too many on the streets of London who have fallen foul of the law. I believe the young decent black men and women are too scared of their own people.

The armed forces are having draconian budget cuts but are told to consider raising a regiment of Sikhs and Muslims .

excluded is perhaps not the right word - under "positive action" an employer can discriminate to set right an under-representation. thus whites (being a majority) can be "passed over" if there are ethnic candidates applying.

My younger son applied three times to join the LFB.He was told the LFB were only recruiting Blacks for the the three years he applied.That reverse discrimination was applied by the Met Police recruiting Department at Paddington Green for a while and also didn't work.Targets were not reached then either.
