So let's get this right. Council "tenants" were subletting council properties. To Whom? Illegal immigrants? Were these same tenants also renting another council property whilst subletting? If they were in a home they owned, how come they were able to obtain a tenancy, and if they purchased afterwards how come they don't show on council tax records. Ever...

Sub-letting is a huge part of the problem in determining an accurate death toll. The Council has no idea who was living in many of those flats or how many people lived in the block. They said that in the beginning.

agree Ummmm..but had the illegal sub letting not been an issue then accounting for people lost would be so much easier... the final figure will always be an estimate..not accounting for visitors etc... The named tenants ie those who should have been living there but were not, and profiting from this, should NOT go unpunished..
Never mind the 'shoulds' and 'shouldn'ts', we have to face the reality of the situation before us.
The dead of Grenfell deserve to be given their names. If, after that, moves can be made to tighten up the sub-letting problems rife in this area (and others) then that's all to the good but it's not the most pressing issue at the moment.
