Have they been arrested because it is feared that they may be a threat to our safety or because they are members of a banned group?

Can't be the former because the police have insisted there is no threat to public safety.

Regarding the Christmas knife attacks.

It was indeed five separate incidents, but one of them was not gang-related. It was a 49 year old man who stabbed his wife to death (allegedly).

I don’t think National Action (NA) are quite as bebign as you make out. Thomas Mair, a NA supporter murdered Bately MP Jo Cox in a cowardly attack.
The case for them being proscribed as a terrorist organisation is well documented, and the case justified. You may want to do some research before you start attacking the police for clamping down on terrorists.

Yes quite correct one stabbing was not gang related or even committed in London, but the fact remains that 80 people have been stabbed to death in London alone during 2017.

Does anyone know who is charged with the onerous responsibility of deciding which groups, or organisations, are to be "proscribed" as dangerous or as potential terrorist atrocity candidates?

Stop being coming out with your dramatic accusations, I have never said that National Action are benign.

Neither have I ever attacked the police for clamping down on terrorists.

But the answer that I am still waiting to hear is, what terrorist attacks have NA ever carried out?

Alright one lone nutter did murder Jo Cox but whether or not he was a NA supporter I do not know, because I believe he was said to support BF (British First).
Ohh I see. So, say a government is elected with a working majority, it is possible to "proscribe" any group or political movement?
I believe there just has to be intelligence that they are prepared to carry out such activities and then the decision is made about membership.
Togo, yes if the group is behaving in a manner that warrants being proscribed.

The London stabbings were brought up, as an example of the police's priorities.

Apparently they were arrested on suspicion of preparing to commit acts of terrorism, according to the BBC news website.
