'Cultural issues' seem to hold sway over 'Law' and that needs to be addressed.
Many of these poor girls seem to be mutilated on trips overseas which is difficult, although not impossible, to prevent. Education seems to be the key here.
Where cases occur in UK, they need to be prosecuted to the fullextent of the law.

It's that sort of damaging political correctness that for fear of offending allows this horrendous practice to remain under the radar.
Most mutilation is carried out abroad, but not all. However, it is all done in secret and kept secret which makes it difficult for the law to act. There was one case of a doctor here charged with performing FGM but it transpired that he was attempting to repair the damage done to the patient as well as he could.

Every case of FGM has to be reported when it is discovered - this includes women who underwent the procedure many years ago long before they came to the UK.
Nobody can be prosecuted in these cases but I fully agree that prosecutions must be bought against those responsible for the mutilation of British girls whether it occurred in the UK or whilst they were abroad for a 'holiday'.
In the latter cases the parents or legal guardians should be prosecuted; in the former everyone involved should be.

It is simp,e from my point of view.
If the name of the person who did it is not given over then the parents should be prosecuted as aiding and abetting or accomplice or something.
A heavy sentence may well loosen tounges and over time stop the practice. If they take them out of the country then that is even more a parent prosecution.
