I'm rather at a loss that this needs explaining to you, Danny, but...
1. Yes, and when it comes to quotes which are that old there is indeed ambiguity over who said what. People aren't usually in the habit of making things up and attributing them to "the ancient philosophers." That would be considered a crass and dishonest thing to do.
2. Gorbachev is former head of state who lives in the age of mass media and print. It really should not be too hard to find a source for this damned quote.

Indeed, I was... pedantically (do you need to know what that means too?)... asking for how we know this quote is actually real and was not made up on the internet somewhere.
