You may be right, Tora, but I'm not sure that fits properly with the spirit of the latest EU Council meeting. Essentially it was an extension to give the UK time to agree the Withdrawal Agreement, or to come up with a new idea. I'd imagine that if the UK comes up with an idea that is sufficiently "new" -- such as, for example, making the WA conditional on a referendum -- then the EU will extend again to provide the time for it.
I might be wrong, of course, but as long as the leaders on both sides want to avoid a No Deal exit then they'll find some other way out.
