Gromit's post seems to working from a false premise anyway. There is absolutely NOTHING in the government's guidance to the hospitality industry which say that pub must use apps. gromit, 23:06, your ignorance is breathtaking. The covid app is not comparable to an off the shelf app that's been around for over a decade. Do you think all these apps are written from scratch? They are mostly a standard template that needs tweaking for the actual outlet, retail/table service is very simple in app terms. They knocked up an app as one of the tasks on the apprentice for gawd sake.
