You are quite correct, but it is a different ball game now with vaccines, with varying efficacy against variants.
When an outbreak occurs, then test, isolate and trace plus a local lockdown......not necessarily border lockdown depending on the results of the above procedures.

Thought Hancock had already replied to the accusations levelled at him. Saying that he's always been 'straight with the public'. Then, minutes later, saying that "The number of vaccinations happening in Bolton right now is phenomenal, tens of thousands every single day." Government data shows that while vaccinations in Bolton have soared, their 2 best days were; May 18 with 3,493 first doses and 3,727 second doses on May 20. A fair few short of the 10,000 per day, in anybody's language.
