That presuposes that the public persona of Russel Brand is what he is away from the cameras and microphones.
Entertainment is about creating and evolving a persona, a 'version' of the individual hugely exagerated in order to appeal to an audience.
Take Roy 'Chubby' Brown' as an example - the caricature he presents when performing in stage is doubtless nothing whatever like who he is with his wife and family - he couldn't maintain that image 24/7, he'd have a heart attack!
Any famous person in any walk of entertainment is presenting an image of themselves for the duration of their time in public view, and then they revert to being themselves, someone who is often so different from their 'public face' as to be unrecogniseable.

I would suggest that he is - because anyone in the public eye, in however small a capacity, does play a character.
I am an example.
Ss you may know, I work as a Guest Speaker on cruise liners, presenting Talks about popular music.
When I am in my 'Speaker' persona, I wear a suit, which I never do elsewhere, I wear signature seriously loud-patterened shirts, which again I do not wear elsewhere, I speak far more slowly and carefully than I do away from a microphone, and when I converse with guests around the ship, I am very careful about what I say about absolutely anything, giving away no personal information, and nothing about my opinions on the ship or the line to which it belongs.
That, in a very small way, is an example of the creation of a public persona.
If you expand that to any famous person, on television, films, etc., it is clear that they are presenting a 'character' that is entirely for public consumption.
Of course it has elements of the person concerned, but as I have advised, these are altered, exagerated, or minimised, to suit the circumstance.
For that reason, I beleive that Mr Brand's peculiarly irritating 'Dickensian villain' style of speech that he uses on camera, is probably nothing like the way he speaks when away from it in the comfort and privacy of the company of family and friends.
