Hamas have repeatedly told Gazans that what Israel has told them about going south and be safer is a lie and they need to stay put. That is so they have their human shield. They only really know what Hamas tells them and many of their Islamic Imams are pro Hamas and so tell them the same. They have been told it was Israel that started all of this and so believe it. Hamas are not worried if they bomb the Gazans. They then just say it was the Israelis and having no way to find the truth they believe them. Fear of Hamas is what keeps many of them in line with what they are told.
"unfortunately this author seems unaware that israel supported hamas for years for political reasons so the chain of responsibility here is not quite so clear cut. "
I'm certain that Thomas Theiner knows the history of the Middle East better than any of us and would right claim that that brief alliance (which I think predates the formation of Hamas proper and was for political expedience as these things always are) is totally irrelevant.

then he would be wrong. the "brief alliance" lasted decades and hamas would not be where it is now without it. even israeli intelligence officials who oversaw this refer to it now as a mistake. furthermore haaretz reported last week that netanyahu wanted continuing support for hamas for the same political reasons as recently as 2019...
the thinking was that propping up hamas would keep the palestinian leadership divided and that the government was willing to tolerate the occasional rocket attack from gaza and even benefit politically from "mini wars". this idiotic and neglectful policy enormously facilitated hamas and led directly to the october 7th massacres.
