It depends on what he is talking about in his speech.
If his speech is designed to inflame people against Israel (as Geert Wilders film was inflammatory) then yes, he should be banned.
If on the other hand his talk is about reporting in the middle east, then the reason for him being here is not the same as Geert Wilders and so he should not be banned, BUT if he does commit any criminal offences (eg inciting racial attacks), then he should be prosecuted to the full extent of the law.

The only thing about banning these people is that in doing so you're probably attracting and creating more publicity on their behalf than they ever could have dreamt of.
Anyone else remember when Maggie Thatcher banned the actual voices of IRA representatives like Gerry Adams etc, and their words were spoken by actors? What an own goal by Mrs T but a great publicity coup for the IRA!
